Who can create/view/edit/delete presets

Personal Presets

1. With personal presets, only the creator of that preset can create/view/edit/delete that preset. 
2. This applies to all users including the administrator, normal, and restricted.

Organisation Presets

1. With organisation presets, the administrator and normal users can create/view/edit/delete any preset that was created within their organisation. Note: if a user edits/deletes an organisation preset, that preset will be altered for all members of that organisation.
2. Restricted users cannot create/view/edit/delete organisation presets.
